I LIVE AGAIN (ILA) Uganda is an indigenous, non-profit organization established in 2008, with a mission to give hope to survivors of war through holistic restoration and encourage those we serve to live a life of purpose. We provide Trauma Counselling, Faith-Based Support, Resettlement, Rescue, and Community Care Programs.
Our vision is to see a world where everyone has healing, hope, and identity.

Role Summary
The MEL-KM Officer plays a key support role in helping the organization learn from its work, improve its impact, and stay accountable to communities, staff, and donors. This person works closely with the MEL-KM Lead to make sure we collect the right data, understand what it means, and use it to grow stronger. The role helps track whether programs are making a difference, shares lessons across teams, and ensures good ideas and important stories don’t get lost.
By collecting reports, feedback, and community voices from the field, the MEL-KM Officer helps us stay connected to the people we serve. Their work guides better decisions, shows donors our progress, and helps the team reflect, adapt, and grow. They also help manage knowledge— organizing documents, saving useful materials, and supporting learning sessions—so we don’t have to start from scratch each time.

Core Responsibilities
Collect and Check Program Data
• Support field staff in filling out forms and tracking activities correctly.
• Visit communities or project sites to collect stories, numbers, and feedback directly.
• Make sure all data is clean, complete, and matches what was planned.
Keep Track of Progress
• Help compare what was planned with what was actually done, using clear indicators.
• Join review meetings and share short updates about program progress.
• Spot challenges early and help share them with the right teams.
Help Teams Reflect and Learn
• Join after-action reflections, program learning days, or review meetings.
• Take notes and help create short learning summaries that can be shared with others.
• Help turn lessons into tools that improve program design.
Support Feedback from Participants
• Assist in running community or staff feedback sessions.
• Collect comments, suggestions, or concerns from those receiving support.
• Help the team respond quickly and kindly to any feedback received.
Help Capture and Share Knowledge
• Gather useful tools, guides, and resources and keep them organized.
• Support teams in sharing knowledge when projects end or staff leave, so nothing is lost.
• Help build a library (digital or printed) where people can access important documents easily.
Support the Writing of Reports and Stories and funding partners (Delegated task).
• Work with the MEL-KM Lead to write simple reports that include results, lessons, and good stories.
• Organize data, charts, and photos in a way that is easy to understand.
• Make sure reports are complete and submitted on time.
Join Training and Support Others
• Attend training sessions on tools like Kobo Collect, Excel, or learning methods.
• Help others practice using these tools and understand how they support better programs.
• Encourage good data habits like storing, labelling, and cleaning up files.

• Ensures every report is complete, accurate, and clearly organized.
Data Handling & Tool Proficiency
• Uses tools like Excel, Google Sheets, KoboCollect* or similar digital platforms to collect, sort, and analyze data.
• Comfortable learning new data apps or platforms as needed.
Strong Organizational Skills
• Keeps files, reports, and photos well-labelled and properly stored.
• Tracks deadlines, indicators, and reporting schedules with discipline.
Curiosity and Willingness to Learn
• Eager to ask questions, understand how programs work, and stay updated on better ways to monitor and learn.
• Takes feedback and uses it to grow professionally.
Clear Communication & Listening
• Listens to feedback from staff and communities without judgment.

Community Respect & Sensitivity
• Pays attention to SILENT voices that are often not heard (e.g., children, women, older people, persons with disabilities).
• Protects the dignity of participants when collecting or using stories and data.
Basic Writing & Reporting Skills
• Writes short, clear reports and updates that others can understand easily.
• Summarizes findings in plain language and uses charts or visuals when helpful.
Computer Literacy
• Comfortable using email, Word, Excel, and internet-based tools.
• Can format tables, clean up data, and produce basic dashboards or summaries.
Understanding Indicators & Program Logic
• Knows the basics of how indicators work to measure change.
• Understands how activities lead to outcomes and helps track that journey.
Ethical Practice & Confidentiality
• Handles sensitive information with care—keeps what needs to be private, private.
• Knows when and how to ask for consent before collecting or sharing data.

*KoboCollect is a free Android-based mobile app used for collecting data in the field—both online and offline. It works with KoboToolbox,allowing users to fill out digital forms, capture GPS points, photos, and audio, and submit responses securely. It’s widely used in humanitarian, development, and research settings for its simplicity, flexibility, and ability to function in low-connectivity environments
Qualifications

Bachelor’s degree in development studies, Public Administration, Business, or its equivalent.

Postgraduate monitoring and Evaluation is an added advantage.

A minimum of two years’ experience working in an NGO setting.
